1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

（1）FF协议：流量差压变送器49套，液位差压变送器42套，压力变送器38套，差压变送器13套，电子远程传感器2套。

（2）HART协议:流量差压变送器419套，液位差压变送器595套，压力变送器442套，差压变送器84套。

（3）TREX最新型号手操器，共3台，三阀组1台。

本框架协议适用于中化能源泉州基地产业升级项目（26万吨/年丙烯腈项目、85万吨/年全厂饱和液化气分离项目、14万吨/年EVA装置改造项目等）及中化泉州石化有限公司生产检维修、技改技措项目。

*3.对投标人的资质业绩要求：

1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）；

2)投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

3)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件加盖投标人公章；

4)投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：

A．2019年1月1日至今，关境内投标人在国家企业公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（

证明材料：投标人需提供“国家企业公示平台”（

B.2019年1月1日至今，关境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标将被否决，需出具相应情况说明；

C．投标人未被列入中国中化控股有限责任公司、中化能源股份有限公司、中化泉州石化有限公司供应商黑名单库（名单以投标截止时间为准）。

6)投标人必须是所投产品制造商（含所投产品的制造商或所属集团母公司、子公司、合资公司，投标人需提供相应证明材料或关系说明函）；

7)认证要求：投标人（或所投产品制造商）应具有有效的质量管理体系（ISO9001或GB/T19001证书）及环境管理体系认证证书（ISO14001或GB/T24001）；

证明材料：投标人需提供相应证书复印件加盖投标人公章并装订在投标文件中；

8)业绩要求：投标人所投产品的制造商在国内新建80万吨/年及以上乙烯项目或1000万吨/年及以上炼油项目具有1000台压力/差压变送器（均包含FF及HART）的销售业绩；

证明材料：需提供实体合同或用户证明（加盖用户公章或用户合同章）复印件作为业绩证明材料。证明文件应反映合同签订日期、供货范围、装置类型及规模，加盖投标人公章并装订在投标文件中，业绩数量同一个项目不得重复计算，合同复印件不清晰或不提供均视为无效业绩。

9)本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。
