二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定;

2.落实政府采购政策需满足的资格要求：无。

3.本项目的特定资格要求：

合同包1(医疗设备)特定资格要求如下:

(1)所投设备为医疗设备的如投标人是生产厂商的，必须具有医疗器械生产许可证（或生产备案凭证——限第一类医疗器械）；所投设备为医疗设备的如代理商投标的，必须具有医疗器械经营许可证（第二、三类医疗器械）或经营备案凭证（第二类医疗器械）；投标产品属于医疗器械的，必须具有医疗器械注册证（或备案凭证），不作为医疗器械管理的，需提供国食药监械颁发的不作为医疗器械管理的文件，且以上证照在投标有效期内均为有效。
