1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

MAV-DCS系统1套

详见招标文件第八章《货物需求一览表及技术规格》。

2.有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3.对投标人的资质业绩要求：

1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）；

2)业绩要求：2011年1月1日至2020年12月31日（以合同签订时间为准），投标人至少具有1项新建80万吨/年及以上乙烯裂解装置或13万吨/年及以上丙烯腈装置上DCS系统的供货业绩；投标人须提供相应业绩合同关键页复印件加盖投标人公章并装订在投标文件中，业绩合同须包含合同封面、合同签章页、供货范围、建设地点、最终用户、装置类型、规模及其他证明文件（包括不限于技术协议、设计请购文件、用户证明等）。上述资料如不提供、或有虚假信息，其业绩将不被认可；

3)投标人必须具有有效的ISO9001系列质量管理体系认证证书，并出具相应证书复印件加盖投标人公章；

4)投标人必须是所投产品制造商；

5)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件加盖投标人公章；

6)投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.有兴趣的潜在投标人可于2023年4月4日至2023年4月12日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

5.所有投标文件应于2023年4月25日9:30时（北京时间）之前递交到以下地点，开标仪式定于2023年4月25日9:30时举行。届时请投标人代表出席开标仪式，投标文件递交地点及开标仪式地点：北京市丰台区丽泽路平安幸福中心23层会议室。
