1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

（1）通过本次招标，将按投标人的评标价格从低到高排名选取1家投标人作为本项目中标人，签订采购框架协议。确定中标人后，招标人将授予其《中标通知书》，并与其签署框架协议；采购框架协议有效期为双方签署之日起2年内有效。

（2）投标人应按照招标文件要求，充分考虑项目现场所在地地理位置及项目实施的实际情况，对招标人拟采购的标的物进行综合单价报价，其价格包括但不限于生产、包装、运输、税金等费用。

（3）招标人对签署的《框架协议》内中标人的实际采购量不作任何保证，每一批次采购的具体数量及交货时间以招标人向中标人另行下达的书面《采购订单》为准，中标人不得因实际采购数量的调整而向招标人提出索赔。

（4）招标人根据实际需求向中标人发出《采购订单》的实际采购量将参考其实际交货及时性、货物及相关服务质量等情况。

（5）适用范围：中化能源泉州石化26万吨/年丙烯腈项目所需物资的采购。

2.有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3.对投标人的资质业绩要求：

1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2)投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

①2020年1月1日至今，境内投标人在国家企业公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（

证明材料：投标人需提供制造商资格声明并加盖投标人公章并装订在投标文件中；如为制造商所属集团母公司、子公司、合资公司，还需提供相应证明材料或关系说明函。

6)业绩要求：

投标的品牌产品系列及型号在中国境内自2012年1月1日起至2022年12月31日止（以合同签订时间为准），至少有3套新建或扩建（不含技改技措）丙烯腈项目的丙烯腈装置、MMA装置、SAR装置等（其中之一即可）极度危害介质的气动波纹管调节阀的应用业绩，且每套丙烯腈项目合同的累计数量不少于10台。

证明材料：投标人须提供相应业绩合同关键页复印件加盖投标人公章并装订在投标文件中，业绩合同须包含合同封面、合同签章页、供货范围、建设地点、最终用户、装置类型、规模等，如合同无法体现相应信息，则须提供合同的其他辅助证明文件（包括不限于技术协议、设计请购文件、用户证明等）。上述资料如不提供、或有虚假信息，其业绩将不被认可。

7)本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.有兴趣的潜在投标人可于2023年7月27日至2023年8月3日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。
