1.1 本招标项目 瑞南精密铸造产业园改造提升 工程 (项目名称) 已由 南部县发展和改革局 (项目审批、核准或备案机关名称)以 南发改【2023】172号 （批文名称及编号）批准建设 。 项目业主为 四川南部瑞南精密铸造管理有限公司 ， 建设资金来自 东西部协作入股资金及企业自筹 （资金），项目出资比例为 100% ，招标人为 四川南部瑞南精密铸造管理有限公司 。项目已具备招标条件，现进行公开招标，特邀请有兴趣的潜在申请人（以下简称申请人）提出资格审查申请。

1.2 本招标项目为南充市行政区域内的国家投资工程建设项目， 南部县发展和改革局 (核准机关名称)核准（招标事项核准文号为 南发改【2023】172号 ）的招标组织形式为 委托招标 。 招标人选择 的招标代理机构是 四川和达建设工程有限公司。
