1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

6)资质要求：境内投标人须具有有效的A2级及以上压力容器特种设备制造许可证。如投标人为境外生产商/制造商，必须具有中华人民共和国颁发的A2级及以上压力容器特种设备制造许可证，或提供在合同执行阶段有能力提供上述证书的承诺函（投标人须提供符合上述要求的证明材料加盖公章装订在投标文件中）。

7)业绩要求：

投标人自2012年1月1日至今（以合同签订时间为准）在中国境内至少有2台废酸再生装置气气换热器的供货业绩。

证明材料：投标人必须提供相应业绩的合同、技术附件、图纸等，其内容至少应包括项目名称、用户名称、规格型号参数、管程和壳程介质、签订日期以及签署和盖章页等。合同、技术附件、图纸等证明文件不清晰或未提供均视为无效证明。

8)本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。
