1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

*3.对投标人的资质业绩要求：

1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3)投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商所属集团的销售机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。

①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；

②有效的ISO14000环境管理体系认证证书或同等环境管理体系认证证书；

③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7)业绩要求：

2017年1月1日至今（以合同签订时间为准），投标人在中华人民共和国境内石油化工或煤化工项目具有不少于10台空气压缩机（进口流量≥22000Nm?/h）销售业绩。

证明材料：投标人需提供相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件加盖投标人公章装订在投标文件中，供货范围内容须包含供货数量及规格型号页（包括标明设备名称及规格（包括压缩机型号、入口体积流量、功率等信息）、用户名称、用户所在地、投用时间等）。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

8)本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.有兴趣的潜在投标人可于2023年4月13日至2023年4月20日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

5.所有投标文件应于2023年5月5日9:30时（北京时间）之前递交到以下地点，开标仪式定于2023年5月5日9:30时举行。届时请无法现场参与开标仪式的投标人代表出席线上开标仪式。线上开标仪式将以腾讯会议形式进行，请提前下载腾讯会议软件（免费）。会议ID和会议密码将在开标前3日以邮件形式告知投标人。
