2.有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3.对投标人的资质业绩要求：

1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；

3)投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：

4)投标应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

5)信誉要求：

①2019年1月1日至今，投标人在“信用中国”网站（

证明材料：投标人需提供相关网页截图装订在投标文件中；

②2019年1月1日至今，投标人在“国家企业公示系统”（

③未被列入中国中化供应商黑名单库（名单以投标截止时间为准）；

注：境外投标人无法在上述网址中查询截图的，需提供无违法失信记录的承诺书加盖公章装订在投标文件中。

6)投标人必须是所投产品制造商（含所投产品的制造商或所属集团母公司、子公司、合资公司），若为所投产品的制造商或所属集团母公司、子公司、合资公司，须提供关系证明。

7)投标人（或所投产品制造商）应具有有效的质量管理体系（ISO9001或GB/T19001证书）、环境管理体系认证证书（ISO14001或GB/T24001）。

证明材料：投标人需提供相应证书复印件加盖投标人公章并装订在投标文件中。

8)业绩要求：投标人所投产品的制造商在国内新建80万吨/年及以上乙烯项目或1000万吨/年及以上炼油项目具有1000台温度变送器（均包含FF及HART）的销售业绩。

（需提供合同或用户证明（加盖用户公章或用户合同章）复印件作为业绩证明材料加盖投标人公章并装订在投标文件中。证明文件应反映合同签订日期、供货范围、装置类型及规模，合同复印件不清晰或不提供均视为无效业绩）。

9)本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.有兴趣的潜在投标人可于2023年4月3日至2023年4月11日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。
