中化商务有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2023-04-28在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。

3、投标人资格要求

投标人应具备的资格或业绩:1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3)投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：

①有效的ISO9001质量管理体系认证证书或同等质量体系认证证书；

②有效的ISO14001环境管理体系认证证书或同等环境管理体系认证证书；

③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7)业绩要求：

（1）投标人提供2017年1月1日至今，在国内炼化企业或油品（气）码头至少2套及以上，采用“吸收+吸附”工艺，处理含有汽油、煤油等油品的油气回收处理装置的供货及运行业绩（处理规模达800m3/h及以上），且要求连续稳定运行至少1年以上。尾气排放满足非甲烷总烃≤10g/m3，去除效率≥97%。

证明材料：a.提供满足上述要求的业绩合同关键页复印件（包含合同封面、合同签章页、合同供货范围表等）、技术协议、业绩合同的增值税发票复印件；

b.提供投用1年（含）以上项目验收报告，使用报告或应用证明；

c.提供业主委托的具有国家认可（具有CMA或CNAS认证资质）的第三方检验单位出具的尾气指标检测达标报告（时间要求：2021年10月-2023年3月期间的6次不同月份的第三方检测报告）或提供用户出具加盖公章的《连续一年正常运行证明材料》，时间范围：2021年01月-2023年03月。

第三方检验单位出具的尾气指标检测报告中，必须有检测报告编号、检测机构电话、公章清晰。投标人提交的文件为检查报告的彩色复印件或扫描件，公章位置处不应重叠其他印章。

《连续一年正常运行证明材料》中：每个月均需要有检测分析数据（不得填写合格或达标），且不少于8个月，有第三方检测机构和检测负责人及联系电话（必填项，否则还需要提交1份及以上2021年01月～2023年03月期间的业主委托的第三方检测报告）。证明材料需盖业主所在部门/车间及以上的公章，公章要清晰字迹可辨认，且无其他印章重叠。投标文件为《连续一年正常运行证明材料》的原件的彩色复印件或彩色扫描件——模板见附件12业绩清单附件1。

d.投标人提供的业绩报告，只能是“吸收+吸附”工艺路线的装置进、出口采样分析数据，其他工况下的业绩报告不予认可。该“吸收+吸附”工艺路线不应包含冷凝、膜或破坏法（CO、TO、RTO、焚烧等）任意一种或工艺组合。

e.投标人需在开标前准备好相关业绩证明材料的纸版文件原件（每个业绩包含：销售合同、发票、技术协议、6次检测报告（可提供彩色复印件）或连续一年正常运行证明材料原件）带到开标现场备查。招标人保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

（2）投标人为成套商的，应提供满足上述业绩要求的技术授权方的技术授权文件和技术授权方的业绩证明材料，并加盖技术授权方和投标人的公章。同一技术授权方只能授权唯一投标人参与投标，且技术授权方与被授权方不能同时参与投标。技术授权方业绩视为投标人（被授权方）业绩。
