3.本项目的特定资格要求：
合同包1(恒口示范区经济发展与招商局新型城镇化建设月河南片区规划设计招标)特定资格要求如下:
（1）具有独立承担民事责任的能力，提供营业执照、税务登记证、组织机构代码证或登载有统一社会信用代码的营业执照（或《事业单位法人证书》或其他合法组织登记证书）；
（2）投标供应商应授权合法的人员参加投标：法定代表人直接参加投标，须出具法定代表人身份证；法定代表人授权代表参加投标，须出具法定代表人授权书及授权代表身份证；
（3）税收交纳证明：提供2021年任意一个月份的纳税证明或完税证明，纳税证明或完税证明上应有代收机构或税务机关的公章或业务专用章。依法免税的供应商应提供相关文件证明；
（4）资质要求：投标人必须提供建设行政主管部门核发的建筑规划乙级及以上与建筑行业（建筑工程）甲级及以上资质，设计负责人必须具有高级工程师职称和一级注册建筑师（或注册城乡规划师）；
（5）财务状况报告：提供2021年度经审计的财务报告（包括审计报告、资产负债表、利润表、现金流量表、所有者权益变动表及其附注，成立时间至提交响应文件截止时间不足一年的可提供成立后任意时段的资产负债表），或其开标前三个月内银行出具的资信证明，或信用担保机构出具的投标担保函。（以上三种形式的资料提供任何一种即可）；
（6）供应商通过“信用中国”网站(
（7）参加政府采购活动近3年内在经营活动中没有重大违法记录的书面声明（投标人自行出具声明书并加盖公章）；
