采用单一来源采购方式的原因及说明：根据浙江省公路与运输管理中心《关于下达2020年公路与运输科技计划项目的通知》（浙公运〔2020〕60号）精神，《厂拌法综合稳定土路基关键技术与应用研究》已列入省公路与运输管理中心2020年公路科研项目计划。浙江致欣检测技术有限公司作为拟应标单位，浙江致欣检测技术有限公司（前身为嘉兴市高新交通技术测评研究院），目前具备交通运输部公路工程综合乙级、水运工程材料乙级、水运工程结构乙级和浙江省住建厅见证取样（通用）资质证书，检测能力基本基本涵盖了公路水运工程及市政建设工程的常用检测项目，2021年被认定为浙江省科技型中小企业，2022年被认定为嘉兴市高新技术研究开发中心—致欣交通工程检测技术高新技术研究开发中心。
通过多年不懈努力，公司已从单一的试验检测发展为集交通科学技术的研究、推广以及相关的技术咨询、技术服务及试验检测一体的技术科研型单位。先后承担和参与了《旧沥青混凝土厂拌热再生技术的应用研究》（2012H49）、《泡沫沥青冷再生路面破损机理与防治对策研究》（2013H5）、《基于水泥稳定的全深式路面就地冷再生基层应用研究》（2016-2-13）、《多功能降耗型改性沥青混合料关键技术与工程应用》（2019-2-12）等近20项浙江省交通科技计划项目研究课题，并编制了《公路泡沫沥青冷再生路面设计与施工技术规范》（DB33/T715-2018）、《公路沥青路面厂拌热再生技术规范》（DB33/T2112-2018）、《公路半刚性基层水泥稳定再生技术规范》(DB3305/T95-2018)等省市级地方标准，已获授权发明专利2项，实用新型专利13项。公司目前共有检测和科研设备约650台（套），价值约2000余万元；公司共有用房面积3626m2，其中试验室1614m2；现有员工80余人，其中正高级工程师1名，高级工程师12名，工程师38名，工程师以上占比66.7%，博士1人，硕士6人，本科51人，本科以上占比76.2%，形成了以研究生、本科生为骨干，专业配置齐全、结构合理的检测科研团队。先后与上海理工大学、同济大学浙江学院和浙江交通职业技术学院等国内高等院校建立了产学研合作基地。
浙江致欣检测技术有限公司从立项准备至目前为止作为《厂拌法综合稳定土路基关键技术与应用研究》的技术支撑，在应用于工程实际用途经过多年的积累已有初步成果：《内蒙古高寒地区市政道路材料冷再生关键技术研究》（编号：2018-K9-062）、浙江省交通科技计划项目《旧沥青混凝土厂拌热再生技术的应用研究》（项目编号：2012H49）、《厂拌法综合稳定土路基关键技术与应用研究》（项目编号2020H06）、《多功能降耗型改性沥青混合料关键技术与工程应用》（项目编号2019-2-11）等10余项科研课题，出版专著《沥青路面再生技术手册》（人民交通出版社，2006年），作为主要起草人编写浙江省《公路泡沫沥青冷再生路面设计与施工技术规范》（DB33/T715-2018）、《公路沥青路面厂拌热再生技术规范》（DB33/T2112-2018）》、河南省地方标准《公路沥青路面泡沫沥青冷再生技术规范》（DB43/T964-2014）以及湖北省和内蒙古自治区等省级地方标准5部。
