采用单一来源采购方式的原因及说明： 根据殡葬改革工作要求，我区于2005年起在各海岛逐步推行遗体火化，海岛遗体接运业务也随之开展。当前普陀区各海岛遗体接运业务由普陀华星航运有限公司承接，政府以购买服务方式保障资金，由区殡葬管理所与华星航运公司签订合同并支付费用。该政府购买服务项目于2022年12月14日在浙江省政府采购网、舟山市公共资源交易服务平台发布公开招标公告，于2023年1月5日在“政采云平台”准时开标（在公示期间未有单位对该项目公示内容提出质疑或投诉），至投标文件递交截止时间止，未有投标单位响应招标，该项目因有效投标不足三家而废标。鉴于海岛遗体接运工作是全区民生工程的重要组成环节，因其行业的特殊性，需要交通部门批复的殡葬专渡并具备相关航线资质，可供选择的服务企业非常单一。经了解，能符合我区海岛遗体接运运力要求的只有舟山市普陀华星航运有限公司。华星公司自我区实行海岛遗体火化以来一直是我区该项民生工作的服务单位，期间从未发生过任何责任事故，为保障全区海岛遗体接运这项民生工作推进做出了不小的贡献，考虑到此项服务属于民生项目，关系社会稳定，不能中断，我方建议服务单位仍由华星航运公司承运较为妥当。目前采用单一来源采购方式是保障该政府购买服务项目合规运行的最快捷的采购方式。因此为确保全区海岛遗体接运这项民生工作的平稳、安全、有序推进，特申请单一来源采购。
