七、 申请理由：1、拟购买器材均不属于国家规定的禁止进口或限制进口产品。
2、此次浙江省水上运动管理中心购买的比赛和训练所使用的器材必须符合国际皮划联合会、赛艇联合会、中国皮划艇运动协会、中国赛艇运动协会和国家体育总局体育工程重点实验室联合编印的《皮划艇竞赛规则》和《赛艇竞赛规则》中有关规定，增强对国际比赛的适应性和有效性。
3、国内外比赛采用的比赛设备和器材大多数为进口产品，专业运动员平时训练的设备和器材更应该与比赛采用的设备和器材接轨，进口产品强度更好，速度更快，更能满足采购人的实际训练、国际大赛需要。
根据国际、国内训练、参赛需求，故申请购买进口产品。
