采用单一来源采购方式的原因及说明：2023年林埭镇党群服务中心购买党群服务中心日常服务项目，项目费用经费260000元。考虑到服务项目的唯一性、延续性、专业性及信誉口碑，我们申请采购方式为单一来源采购。具体事项作如下说明：
一、实施主体及单一采购原因：平湖市党员爱心合作社
平湖市党员爱心合作社成立于2013年5月，通过拓展好党群服务中心服务党组织、群团组织和党员群众的功能，深化基层党建工作，为形成党群合力助推共同发展提供更好的服务和保障。一是唯一性。目前全市范围内能承接党群服务中心服务项目的机构只有平湖市党员爱心合作社一家。二是延续性。林埭镇党群服务中心自2018年以来均是由平湖市党员爱心合作社承接党群服务项目，合作时间长，合作中愿意根据镇党委安排，结合党建工作，主动参与推动镇中心工作 重点任务，配合较好。三是专业性。该机构采用岗前培训，同时每月邀请专业教师开展涉及党群业务的各类培训，年中、年末开展考核评价。该机构从业人员均是中共党员，且精通党建、党群业务。特别是在党员发展管理方面，要求具有高度的专业性和保密性。四是信誉好。根据历年的测评，平湖市党员爱心合作社的口碑比较好、外界对工作人员的评价较高。我镇党群服务中心推广的几个项目先后获得了市级百姓最喜爱的党群服务中心，党员志愿服务项目获得了优异成绩。综上理由，2023年林埭镇党群服务中心将参照市委组织部将与平湖市党员爱心合作社合作，采用单一来源采购方式。
二、项目内容：
1、开展区域化党建联络、党员教育管理、党群业务办理咨询、党群代建活动组织、党群志愿服务组织、民情民意受理、党内关爱走访、党群创业扶助、人才对接、服务群众等工作。
2、开展基层各党组织党群阵地建设参与、指导、对接工作。
3、开展基层党员志愿服务品牌挖掘、组织、提炼、提升工作。
三、项目时间及经费预算：2023年3月1日至2024年2月29日，合计260000元.
