采用单一来源采购方式的原因及说明：因电梯属于特种设备，为确保电梯正常使用，根据《特种设备安全法》第二十二条“电梯的安装、改造、修理，必须由电梯制造单位或者其委托的依照本法取得相应许可的单位进行。电梯制造单位委托其他单位进行电梯安装、改造、修理的，应当对其安装、改造、修理进行安全指导和监控，并按照安全技术规范的要求进行校验和调试。电梯制造单位对电梯安全性能负责。”等规定，同时，从电梯维修零部件供及和安全性等综合因素考虑，医院的三洋电梯从投入使用至今一直委托原电梯生产厂家沈阳三洋电梯杭州工程有限公司（现更名为浙江力石工程有限公司）提供维修保养服务。因其为厂家在浙江区域唯一的电梯维修、保养的授权单位，为保障服务的一致性，建议本项目采用单一来源的方式进行采购。
