货物或服务的说明:千岛湖位于浙江省西部杭州市淳安县境内，是中国面积最大的森林公园、国家5A级景区。淳安县森林覆盖率88.6%，千岛湖区面积573平方公里，库容178.4亿立方米，水质常年保持一类水体，湖内1078个岛屿星罗棋布。丰富的山水资源形成了千岛湖良好的生态环境和独特的旅游气候资源。生态气候资源是千岛湖自然资源的一个重要组成部分，生态气象监测服务也是千岛湖生态保护、旅游发展的一个重要科技支撑。为进一步适应千岛湖生态保护、旅游发展和生态宜居城市建设需求，提高生态气象监测服务能力，提出本项目建设。









拟采购的货物或服务的预算总金额（元）：730000



采用单一来源采购方式的原因及说明：1.根据《淳安县人民政府办公室关于下达淳安县2023年度政府投资（含国有企业）实施项目和预备项目年度计划的通知》（淳政办函〔2023〕3号）文件精神，淳安县将参与“中国天然氧吧”国家气候标志创建申报工作。对照《中国天然氧吧评价技术规范》指标要求和《中国天然氧吧数据监测与处理办法》相关说明，申报单位需委托符合条件的单位进行申报评估。作为淳安县负责申报创建工作的淳安县气象局客观上需要对该项目进行政府采购。
2.根据《中国天然氧吧技术评估报告编制办法》，委托单位需具备开展气候可行性论证和气候资源评估的能力、需要能取得并使用较长时间序列的气候和生态气象观测数据、需要具有气候、生态等相关专业的人才队伍。浙江专业气象服务有限责任公司使用的气象数据，提供的气象信息已经浙江省气象局授权使用，是浙江省气象局批准组建和授权管理的唯一一家提供专业专项气象服务的省级国资企业。
3.淳安县地处浙江省杭州市，而该区域内只有浙江专业气象服务有限责任公司具备从事创建“中国天然氧吧” 业务成功经验的机构，具有唯一性。本项目符合《政府采购法》第三十一条第一款情形：“只能从唯一供应商处采购的。”可以采用单一来源采购。
