二、投标人资格

1.具有独立承担民事责任的能力；
2.自2020年1月1日以来（以合同签订时间为准），投标人具有单个合同金额不低于30万元的公交车辆轮胎供货业绩；
3.本项目不接受联合体谈判；
4.投标人未被合肥市及其所辖县（市）、区（开发区）公共资源交易监督管理部门记不良行为记录的；或被记不良行为记录（以公布日期为准），但同时符合下列情形的：
（1）开标日前（含当日）6个月内记分累计未满10分的；
（2）开标日前（含当日）12个月内记分累计未满15分的；
（3）开标日前（含当日）18个月内记分累计未满20分的；
（4）开标日前（含当日）24个月内记分累计未满25分的。
5.投标人存在以下不良信用记录情形之一的，不得推荐为中标候选人，不得确定为中标人：
（1）被责令停产停业，暂扣或者吊销许可证，暂扣或者吊销执照；
（2）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；
（3）在近三年内（自投标截止之日向前追溯3年，下同）发生重大产品质量问题（以相关行业主管部门的行政处罚决定或司法机关出具的有关法律文书为准）；
