1、中共浙江省委浙江省人民政府信访局（本级）组织招标的“浙江省统一政务咨询投诉举报平台（省级政务服务热线）服务外包项目（招标编号：ZZCG2022F-GK-106）”的中标供应商为中国电信股份有限公司浙江分公司，中共杭州市富阳区委杭州市富阳区人民政府信访局（本项目招标人）为中共浙江省委浙江省人民政府信访局（本级）的系统内下级单位，符合《浙江省财政厅关于进一步规范政府购买服务采购管理的通知》浙财采监〔2021〕2 号第四大点第二小点规定的情形；
2、本项目是原富阳区统一政务咨询投诉举报平台的延续，原富阳区统一政务咨询投诉举报平台技术建设和日常运营均外包给中国电信股份有限公司杭州富阳区分公司，中国电信股份有限公司杭州富阳区分公司具有技术优势及运营优势；由同一家服务单位经营可以保证与原有项目的一致性和服务配套要求，且不会导致服务成本大幅度增加，符合《浙江省财政厅关于进一步规范政府购买服务采购管理的通知》浙财采监〔2021〕2 号第四大点第一小点规定的情形；
3、杭州市萧山、余杭、临平、临安、桐庐、建德、淳安七个区县12345热线及杭州市本级12345热线均外包给当地电信公司建设和运营，彼此之间不存在技术对接和运营呼叫联动的差异性，外包给电信公司能较好实现杭州地区12345热线统一运营，能有效实现杭州各区县12345热线的互联互通和应急呼叫联动；
4、电信公司有多家长期合作的人力资源公司以及省、市信访专业运营管理团队，可以确保话务员的招募和培训工作；
5、中国电信股份有限公司杭州富阳区分公司为中国电信股份有限公司浙江分公司、杭州分公司的下属单位。
