采用单一来源采购方式的原因及说明：2023年，兵团财政局下发《关于批复下达2023年兵团广播电视台部门预算的通知》（兵财教〔2023〕14号），兵团卫视频道信号落地服务费用共计1471万。
按照落地覆盖工作计划，近期拟对11家广电网络、地面数字电视、IPTV、OTTTV及大中城市星级酒店入网等项目采取单一来源和公开招标方式进行采购。具体如下：
1.11家广电网络落地覆盖费用669万元（内蒙古60万，中国广电内蒙古网络有限公司；广西75万，广西广播电视信息网络股份有限公司；海南35万，中国有线电视网络有限公司海南分公司；四川210万，中国广电四川网络股份有限公司；贵州55万，贵州省广播电视信息网络股份有限公司；云南40万，中国广电云南网络股份有限公司；重庆31万，中国广电重庆网络股份有限公司；陕西68万，陕西广电网络传媒（集团）股份有限公司；甘肃40万，中国广电甘肃网络股份有限公司；青海27万，中国广电青海网络股份有限公司；宁夏28万，宁夏广电传媒集团有限公司），采用单一来源采购方式进行。
2.地面数字电视、IPTV、OTTTV及大中城市星级酒店入网等项目费用802万元，采用公开招标方式进行。其中地面数字电视费用95万元、频点位序优化费用75万元、TPTV入网费用210万元（力争超过1300个播放前端的入网）、OTTTV费用95万元、酒店入网费用327万元（北京、上海、广州、深圳、杭州、成都等地五星级酒店160家，平均每家13000元；北京、上海、广州、深圳、及杭州、成都、贵阳等省市四星级酒店183家，平均每家6500元）。
目前，全国各省广播电视有线网络均是“一省一网”，并由省网络公司运营。因此，该项目无法进行一次性采购，只能采用分标段的方式逐一进行采购，因此申请采取分标段采购方式购买兵团卫视频道信号落地服务。
