采用单一来源采购方式的原因及说明：专业人员论证意见:余杭区原有智能交通项目有 80%以上的光纤链路租用余杭电信，而且2018年、2019 年、2020年、2021年“城市数据大脑”基础设施、云存储均由余杭电信负责实施，运行可靠、售后服条到位。根据余杭区政府2017年11月24日第259 号抄告单，该项目向余杭电信公司单一来源采购。鉴于上述原因，为了确保项目的一致性、延续性，避免重复投资，确保余杭区“城市数据大脑项目的先进性、可靠性，建议 2022 年“城市数据大脑”交通(一期)运维项目中的智能交通系统传输网络和存储项目，延用2022年专家评审意见，延用2022年城市数据大脑运维项目政府采购非公开招标审批表结果，采用单一来源方式向余杭电信采购。
