为便于供应商及时了解政府采购信息，根据《财政部关于开展政府采购意向公开工作的通知》（财库〔2020〕10号）等有关规定，现将伊犁哈萨克自治州阿勒泰地区林业和草原局2023年4月采购意向公开如下：

1	阿勒泰地区2023年草原植被恢复费草原生态样地调查（草原生态综合监测）	开展阿勒泰地区426个草原样地调查。按抽样精度抽取样地，布设样地样方，采用地面调查结合遥感技术获取草原生产力状况、草地健康和退化状况基础数据；建立以草原植被群落状况、地表特征、生物多样性、牧草生产性能指标为主的草原健康和退化评价指标体系，构建评估模型；以20世纪80年代草地资源状况为参照，建立参照系；采用点面耦合，通过遥感反演、插值运算等方法将监测指标数据空间化，赋值到草地小班；监测数据或模型测算数据与评估参照系作对比，进行草原健康和退化定量定性评估，得出健康和退化等级，形成草原健康、草原退化等专题成果。 （1）草原类型调查：汇总分析整合80年代资源调查、2010年资源调查和2017-2018年草原资源清查数据，利用多源遥感数据准备野外调查工作底图。参照国土三调成果资料，对矢量数据进行修正，室内完成遥感影像图预判、调查路线的布置。根据工作底图图像纹理和矢量数据属性，按照《草地资源调查技术规程》(NY/T 2998-2016)，每5-10万亩至少设置1个样地，平原和山前冲积扇草原样地密度大一些，对山区确实无法到达区域可以用解译标志法代替，但必须达到技术要求，严格按照技术规程设置测产样方、频度样方。以乡镇为调查单元开展草原调查，按照《中国草地类型分类系统》开展类、亚类、组、型的确认工作。 （2）草原利用现状调查与评价：对草原退化、沙化、盐渍化现状开展调查，摸清面积及分布区域，对草原利用现状、质量和数量、健康状况进行评价。 （3）草原基本信息调查：对布设监测样地的草原植被组成、盖度、高度、物种数量变化情况进行调查；对草原生产力状况，草原植被长势，各类型草原鲜草及干草产量、载畜能力进行调查。照片需记录样地景观照（东南西北四个方位）及样方前后对比照片。 （4）调查数据库建设：利用草原分布信息、草原资源情况、草原利用现状、草原退化状况、健康状况等资源数据及基础地理信息、遥感影像图、矢量数据，构建草原资源清查数据基础信息库，为今后提高草原资源跟踪管理决策提供技术支撑。	1540000	2023年05月
