采用单一来源采购方式的原因及说明： 新疆体育彩票管理中心于2023年4月采购一批体育彩票电脑销售终端机用于替换老旧终端机，现需采购该批终端机使用的销售系统软件，为新购置的终端机提供体育彩票销售终端机集成实施服务。
根据国家体彩中心对于终端机采购方案的补充通知-2008-68号文，财政部《彩票发行与销售管理暂行规定》的通知，财综【2002】13号）及国家体育总局《关于加强体育彩票管理中心管理工作的通知》（体经济字（2003）410号）相关规定，由中体彩科技发展有限公司独家承担电脑体育彩票销售系统的开发与维护，负责销售终端机应用软件集成工作。目前全国各省区市体彩中心使用的体育彩票销售系统均由中体彩科技发展有限公司提供，为保证新疆体育彩票销售系统的延续性和可靠性，只能由中体彩科技发展有限公司为我中心新购置的终端机进行系统集成服务。
