采用单一来源采购方式的原因及说明：新华社全媒体数据库是国家通讯社新华社主办的综合新闻信息服务门户网站，是中国最具影响力的网络媒体和具有全球影响力的中文网站。作为全国全媒体新闻信息产品的最主要传播平台，为中亚杂志编辑中心主要提供新华社文字、图片图表、音视频、多媒体新闻和经济信息等各类新闻信息产品，具有唯一性及不可替代性，具备单一来源采购条件。根据《中华人民共和国政府采购法》第三十一条，“符合下列情形之一的货物或者服务，可以依照本法采用单一来源方式采购：①只能从唯一供应商处采购的；②发生不可预见的紧急情况不能从其他供应商处采购的；③必须保证原有采购项目一致性或者服务配套的要求，需要继续从原供应商处添购，且添购资金总额不超过原合同采购金额百分之十的”的规定。新华社全媒体数据库属独家开发、独家经营，只能从唯一供应商处购买。根据自治区采购办工作人员提供的《关于未达到公开招标数额标准政府采购项目采购方式适用等问题的函》(财办库[2015]111号）的有关内容，本次采购符合政府采购法第二十七条规定，未到达公开招标数额标准且符合政府采购法第三十一条第一项规定情形只能从唯一供应商处采购的政府采购项目，可以依法采用单一来源采购方式。
