简要规格描述：1、组织进行合作区域的发展战略论证，围绕将紫竹高新区打造成“东方硅谷”的战略目标进行相关研究，突出紫竹高新区生态发展、人文环境与产业特色的主线，强调人与自然的和谐统一，并配以高品质的现代化基础设施，力争创造一个居住、创业两相宜的人文生态环境。
2、科学制定委托区域的总体规划，瞄准世界科技革命中的新兴产业领域和传统产业的新兴发展方向，充分发挥大学的科研与人才优势，大力吸引各类研发机构和高科技企业的入驻。
3、科学制定紫竹高新区的产业定位，形成以集成电路与软件、新能源、航空、数字内容、新材料和生命科学等六大类产业作为主导产业，重点吸引区域总部、研发中心、风险投资公司及高科技制造企业入驻。
4、在基础设施配套完备，环境优美的总体规划下，建成集产、学、研为一体的高科技产业集聚的上海市现代高科技新兴综合城镇。
5、依托上海交通大学、华东师范大学等高校资源，规划形成上海市高层次人才培育基地。
6、加强对战略性新兴产业以及中小型科技企业的招商引资工作，使紫竹国家高新技术产业开发区成为上海市新兴高科技产业和战略性产业孵化基地。
7、积级组织进行合作区域内建设项目的宣传推广和招商引资工作。
