采用单一来源采购方式的原因及说明：自治区公共资源交易中心自2015年整合组建至今，一直在沿用原4个并入机构场所，办公及交易业务分散、交易服务场所不足，难以落实国家有关平台服务标准和机构改革要求。根据2023年3月15日自治区人民政府批示精神，为做好交易中心交易服务场所及配套设施的优化提升，拟租用自治区市场监管局所属广西计量仪器厂大院约9004.51平方米的房屋作为统一的办公及技术业务用房。该大院交通便利、相对独立、管理方便，改造后可成为具备办公、交易服务、机房、档案管理及食堂等一体化功能的场所，具有唯一用途的特性，具有区域单一性质。符合《中华人民共和国政府采购法》第三十一条第一款规定“只能从唯一供应商处采购的”及《广西壮族自治区财政厅关于进一步规范政府采购单一来源采购方式管理的通知》（桂财规〔2021〕4号）一、（一）第2点规定的情形，该项目拟采用单一来源方式采购。
