采用单一来源采购方式的原因及说明：为进一步促进信息技术于教育教学深度融合，丰富我校数字教育资源建设，推动教学模式改革和教学质量持续提高，根据教育部《普通高等学校本科教育教学审核评估实施方案（2021-2025年）》中提出的“卓越教学”“推动以学生为中心、以教为主导的课堂教学改革，推进信息技术与教学过程融合，加强线上教学资源建设，提高课程高阶性、创新性和挑战度的举措与实施成效”；加强课程体系整体设计，优化公共课、专业基础课和专业课比例结构，提高课程建设规划性、系统性情况；开展大学生职业生涯规划教育的举措及成效；促进学生德智体美劳全面发展，建立系统化的学生发展和学业指导体系，探索学生成长增值评价，重视学生学习体验、自我发展能力和职业发展能力的具体措施及实施成效等相关要求，我校需采购通识课程系统，目前仅有“尔雅通识课程系统”能够满足我校教学要求及学生使用需求，具体需求如下：
一、数据的完整性及可持续性：我校2016年开始启用尔雅选修课程，开课数据累计积累超过20个期次（含初修、重修、重考等），共计约110万人次完成了超过1300门次通识课程的学习、考核。数据经过9年的积累，平台产生海量资源及数据为我校提供了宝贵课堂教学改革数据支撑，推进了信息技术与教学过程的深度融合，并且优化了我校的公共课、专业基础课和专业课比例结构。平台资源及数据无法迁移，其他公司平台无法继承原有数据，为保障教学数据采集的可持续性和完整性，仅北京超星尔雅教育科技有限公司的尔雅通识课程可以提供教学、数据、资源的延续性服务。
二、技术的唯一性：本项目定位于师生尔雅通识课程的教学应用，由于尔雅通识课程系统、尔雅创业创新课程系统、尔雅数字创业课程系统软件著作权归属北京超星尔雅教育科技有限公司所有，目前市场上只有北京超星尔雅教育科技有限公司能够提供相关资源及数据接口。
三、供应商的唯一性：北京超星尔雅教育科技有限公司拥有“尔雅通识课程系统”软件著作权，目前市场上可以满足相关功能需求的“尔雅通识课程系统”，只有北京超星尔雅教育科技有限公司能够提供，其他供应商无法满足学校需求。
