采用单一来源采购方式的原因及说明：为深入贯彻全国组织工作会议，自治区干部人事档案工作会议精神，根据《干部人事档案工作条例》第四章第二十六条“组织人事部门及其干部人事档案工作机构应当按照国家相关标准和要求，加强档案信息资源的规划、建设、开发和管理，提升档案信息采集、处理、传输、利用能力，建立健全安全、便捷、共享高效的干部人事档案信息化管理体系”的要求，我单位拟开展全市干部人事档案管理数字化建设工作，干部档案属于秘密级信息，因此干部档案信息化项目为涉密建设项目，不宜对外公开招标；且干部人事档案数字化工作后期将要实现三级联网。我单位拟建设的干部档案管理信息系统应尽量与上级组织部门已使用的干部档案管理信息系统保持一致，且同一套软件联网时可无缝对接并能确保数据的一致性，有效地避免了系统软件二次开发。根据《中华人民共和国政府采购法》第三十一条第三款，《政府采购非招标采购方式管理办法》第三十八条，特申请本次项目单一来源采购
