货物或服务的说明：2022年12月，我校与中国教育和科研计算机网签署的接入服务合同即将到期（根据合同约定，在合同期满前双方均未提出书面异议，合同有效期自动延续二年。），为保护双方权益，根据2019年4月1日第七次校长办公会议决议，由信息管理中心代表学校与中国教育和科研计算机网续签接入服务合同，合同采取一年一签的形式，网络使用费为10万元/月，一年共支付120万元，从信息管理中心校园网络通讯费中按月支付。鉴于国内互联网现状以及中国教育和科研计算网的唯一性，为确保学校校园网的正常运行及各类教育数据资源库访问业务和学校招生系统的正常运行，建议采用单一来源采购方式完成与中国教育和科研计算机网接入服务合同的续签。

采用单一来源采购方式的原因及说明：自2000年以来学校一直作为中国教育和科研计算网用户会员单位，校园网与中国教育和科研计算机网接入并互联互通，并为学校教育、科研、管理信息化提供服务。鉴于国内互联网现状以及中国教育和科研计算网的唯一性，为确保学校校园网的正常运行及各类教育数据资源库访问业务和学校招生系统的正常运行，建议采用单一来源采购方式完成与中国教育和科研计算机网接入服务合同的续签。主要理由如下：
一是中国教育和科研计算机网为学校提供教育网专用的IPV4地址100C、IPV6地址2的80次方，确保了学校校园网的组网和正常运行以及向下一代互联网迁移，国内其他运营商无法提供此项服务；
二是中国教育和科研计算机网为学校提供了教育网专用域名，同时提供域名解析服务，确保学校官方门户网站的正常访问，国内其他运营商亦无法提供此项服务；
三是学校每年高考招生、阅卷等工作均通过中国教育和科研计算机网来完成，国内其他运营商同样无法提供此项服务。
综上所述，只有通过单一来源采购方可实现。合同期限自2023年1月至2023年12月，暂定为一年，每年120万元，按月支付10万元/月，自2016年起已列入信息管理中心每年的常规专项经费（校园网络通讯费）中予以支付。
