采用单一来源采购方式的原因及说明：随着国民经济水平高速增长，无线电新技术、新业务的广泛应 用，阿克苏辖区各类无线电台（站）不断增加，空中电磁环境日趋复杂，频谱资源供需矛盾日益突出，对我地区无线电频谱资源的使用和管理提出了越来越高的要求，加强阿克苏地区无线电管理工作变得越来越迫切和重要。无线电固定监测站的建设不仅会提升我地区的无线电通信保障、监测保障、应急保障等方面服务能力，同时还肩负起维护社会稳定和应对维稳突发事件等方面的支撑作用。为增加阿克苏地区监测网覆盖范围，需加强无线电监测站的建设。考虑到监测站监测数据部分具有涉密性，在架设铁塔过程中，不能随意架设，必须做到架设环境的安全可靠。中国铁塔股份有限公司（以下简称“中国铁塔”）是经国务院同意、国资委批准的国有大型信息通信基础设施服务企业，主要从事铁塔等基站设施和室内分布、通信管道系统建设及维护和运营工作。公司资产规模超过3200亿元，站址总量超过200万座，2018年8月8日在香港上市（股票代码: 00788），是全球最大的信息通信基础设施服务企业。铁塔公司于2015年完成对移动、联通、电信三家公司铁塔资产的回收。三家电信企业将存量铁塔注入铁塔公司后，原则上不再自建铁塔等基站配套设施，使得铁塔公司通信用铁塔资源具有唯一性和特殊性，不存在其他合理的选择或替代。阿克苏地区只有中国铁塔股份有限公司阿克苏分公司具备提供铁塔挂载站址租赁服务的能力。
