货物或服务的说明：项目在继续购买统编版、人教版为核心的数字教材资源及应用服务基础上，补充完善其他版本数字教材资源及应用服务，实现义务教育阶段数字资源全覆盖。完善数字教材客户端“八桂教学通”功能建设，为义务教育阶段教师提供更丰富的课程组织应用、数字化教学应用服务；积累优质数字化教学应用成果，沉淀广西本地生成性教育资源库；围绕数字教材示范校和数字教材应用专家库建设提供全方位服务，发挥示范引领和专家带动作用，进一步推进全区教师开展数字资源的常态化应用。

采用单一来源采购方式的原因及说明：一、根据《中华人民共和国义务教育法》第三十九条的规定：“国家实行教科书审定制度。教科书的审定办法由国务院教育行政部门规定。未经审定的教科书，不得出版、选用”。人民教育出版社出版的人教版、统编版教材是国家和自治区审定通过的合法教材。此次项目继续采购的以人民教育出版社人教版、统编版数字教材为核心的数字教育资源、应用和服务，能最大程度地满足广大教师的需求，是一项惠及全区所有义务教育阶段教师的民心工程。
二、本次项目继续采购以人民教育出版社人教版、统编版数字教材为核心的数字教育资源、应用和服务：一是要求供应商提供的统编版、人教版中小学数字教材和纸质教材一致，在内容导向安全、技术安全和服务安全等方面，有着不可替代性；二是要求供应商拥有广西壮族自治区内统编版、人教版数字教材的唯一授权；三是要求供应商有在广西壮族自治区内发行义务教育阶段纸质教材的唯一资质；四是要求供应商有提供教育服务的强大实力和成熟经验，能保证数字教材应用效果，具备覆盖全区的应用推广、培训服务的能力；五是要求供应商具备开发本地数字教育资源和整合其他版本数字教材资源的能力。
综上所述，义务教育阶段人教版、统编版数字教材及相关服务只有人民教育出版社能提供，且满足上述条件的供应商只有广西出版传媒集团有限公司一家。因此按照《政府采购法》第三十一条的规定，本次采购满足“（一）只能从唯一供应商处采购的”的条件，项目符合且只能采用单一来源采购的方式进行采购。
