采用单一来源采购方式的原因及说明：根据自治区卫健委县域医共体信息化建设要求建设双向转诊系统和数据归集中心系统，因和硕县人民医院医疗体系信息化前期建设全部由乌鲁木齐高新技术产业开发区新益康软件有限公司承建，前期总投资625.41万元，为了保证平台的稳定性，安全性，实现业务的数据互联互通，数据实时共享，必须与医院原有HIS，LTSPACS等相关信息系统做无缝融合，此次双向转诊系统和数据归集中心系统总投资60万元，占前期项目总投资的9.5%，根据《中华人民共和国政府采购法》第三十一条（三）必须保证原有项目一致性或者服务配套的要求，需要继续从原供应商处添购，且添购资金总额不超过原合同采购金额的10%。符合单一来源采购规定的，经过论证，同意采用单一来源方式采购。
