货物或服务的说明：根据自治区教育工会、教育厅《关于举办“奋进新征程·建功新时代”第三届全区高校青年教师教学竞赛决赛的通知》（新教工(2022）14号)要求，我校承办此次自治区赛事。为加强师德师风建设，培养高素质青年教师队伍，有序办好第三届全区高校青年教师教学竞赛，经中国教育工会新疆维吾尔自治区委员会授权同意和委托，我校拟购买新疆世纪超星信息科技有限公司提供的“竞赛评比系统”辅助比赛的开展。该系统可根据竞赛要求量身定制，也根据赛事规模和范围，涉及校赛、区赛、国赛等多级架构，是应用计算机技术、多媒体技术、网络通信技术、数字技术等现代信息技术手段构建的一种新型服务系统；也是融合现代竞赛管理、资源管理理念和现代信息技术的具有多种功能的开放式的竞赛管理系统。此外，超星公司还可根据赛事要求，提供多赛道实时直播和赛场技术支持和协助工作。

采用单一来源采购方式的原因及说明：“竞赛评比系统”要求使用者通过远程访问的方式，利用大数据、云计算等技术，借助SaaS云服务平台，采用API进行相互通信，未使用方量身定制一个服务于高校教师发展及能力提升的平台。
一、数据的可持续性和完整性
要求“竞赛评比系统”能持续工作1年以上，数据永久保持。能承载150位以上教师的1500件作品上传，能满足分组、分级、分类，保障教师教学能力提升数据采集和作品积累的可持续性和完整性；支持30位以上评审专家连续7×24小时的在线评审工作，保证周期任务正常执行，且执行结果正确，须具备较强的稳定性、安全性和灾难恢复能力，可以不间断提供数据、资源的延续性服务并保证教师教学竞赛材料的安全性。
二、技术的唯一性
“竞赛评比系统”要基于实现学校用户、应用、界面、数据的灵活管理，按照使用方需求把与硬件、操作系统以及其他外部设备有关的程序代码集中放到特定的程序模块中，打破时间空间限制，高效管理竞赛，为竞赛提供全流程化一站式服务；定位于教师教学能力提升的应用，可制定多种角色，根据赛事规模、范围和特色，增加多级架构，分配不同管理权限，操作便利。能提供最新微服务架构技术和最新智慧门户系统技术搭建，并保证相关计算机系统的著作权，能够提供相关技术及数据接口。七是设计考虑操作方便、直观、易学，系统操作界面简洁明快，用户可用尽量少的操作步骤完成相应工作流程。
三、供应商的唯一性
“竞赛评比系统”须满足进三年服务于全国高校类教师教学比赛，支持国家级、省级、校级赛事，服务高校超过800所，熟悉教师竞赛特点，在实现“信息技术+大赛管理+发展”方面，能做到“以赛促教，以赛促学，以赛促改，以赛促建”的实践性；在技术、理念、成熟度等方面，能够非常好的为办赛单位提供服务。
