采用单一来源采购方式的原因及说明：根据中国气象局办公室、公安部办公厅、交通运输部办公厅《关于联合开展省级恶劣天气高影响路段优化提升工作督办的通知》（气办发[2021]42号）和《省级恶劣天气高影响路段优化提升气象保障工作方案》（气办发[2022]20号）文件要求，新疆公安厅交警总队高等级公路支队在G3003东绕城高速开展恶劣天气高影响路段优化提升项目，为实现视频图像、气象数据智能分析预警，项目拟向自治区气象服务中心采购智能化视频识别软硬一体机1台（含天气图像识别算法，支持200路视频检测）以及购买三个气象站1年气象分析服务。新疆气象服务中心作为国务院气象主管机构授权在新疆境内向社会履行行业气象服务的自治区气象部门唯一机构，具备开展新疆公路网沿线气象保障服务所需要的数值预报模式产品、多源监测资料融合算法、交通气象站监测实况数据，故为单一来源气象服务。
