采用单一来源采购方式的原因及说明：随着国民经济水平高速增长，无线电新技术、新业务的广泛应用，伊犁州各类无线电台（站）不断增加，空中电磁环境日趋复杂，频谱资源供需矛盾日益突出，对伊犁州无线电频谱资源的使用和管理提出了越来越高的要求，加强伊犁州的无线电管理工作变得越来越迫切和重要。无线电固定监测站的建设不仅会提升伊犁州的无线电通信保障、监测保障、应急保障等方面服务能力，从而有效维护空中电波秩序，也为服务国防建设，服务经济发展，服务党政机关，推动伊犁州区无线电管理工作迈上新台阶，为实现新疆社会稳定和长治久安总目标和新疆美好的明天做出应有的贡献。 在伊犁州建设无线电监测站，除了考虑当地经济的发展以及对无线电使用的依赖程度外，还需要考虑地理位置的特殊性，这一特殊性具体表现在：1、该区域在国防中的战略地位；2、该区域的常住人口数量和人口流动的程度；3、该区域无线电复杂度和相互干扰程度；4、该区域在未来经济发展中的战略地位；5、该区域建站安全性；6、地形地貌是否适合建站等，这些因素都是无线电监测站建设过程中应当考虑的问题。按照《国家无线电办公室关于印发 <无线电管理基础和技术设施建设项目管理指导意见> 》（国无办函〔2019〕21号）文件相关内容：“建立和完善无线电管理基础和技术设施共建共享工作机制，更好地为国防建设和经济社会发展服务。”我局二类、三类、四类监测站建设需要落实共建共享工作机制，不能自行征地建站。在架设过程也必须考虑到安全性需要，不能随意架设，必须做到架设环境的安全可靠要求。中国铁塔股份有限公司（以下简称“中国铁塔”）是经国务院同意、国资委批准的国有大型信息通信基础设施服务企业，主要从事铁塔等基站设施和室内分布、通信管道系统建设及维护和运营工作。中国铁塔股份有限公司伊犁分公司于2014年12月1日成立，公司于2015年完成对移动、联通、电信三家公司铁塔资产的回收，目前在伊犁州地区管理运营着4700余座通信铁塔基站（伊犁州地区100%通信铁塔均属于伊犁州铁塔公司资产），三家电信企业将存量铁塔注入铁塔公司后，原则上不再自建铁塔等基站配套设施，使得铁塔公司通信用铁塔资源具有唯一性。且铁塔公司铁塔基站遍布城市、乡镇、农村、山区、沙漠，可为客户提供铁塔挂载服务和机房租赁服务，铁塔公司作为大型国有企业，拥有的铁塔资源是其他单位、企业和个人无法提供的，具有唯一性和特殊性，目前不存在其他合理的选择或替代，符合单一来源采购要求。基于上述理由，我局本次铁塔和机房租赁项目所列可克达拉市1个监测站只有铁塔公司铁塔具备挂载能力。
