采用单一来源采购方式的原因及说明：浙江电脑福利彩票在最近几年稳步高速发展，销量增长在全国连年名列前茅。为保障该类业务持续性高速发展，浙江省福利彩票管理中心近几年围绕投注类彩票业务陆续开展了大量数据化转型工作。自2019年起，浙江省福利彩票管理中心与中国电信股份有限公司浙江分公司签订全省VPDN项目后，全省投注类彩票持稳定上升态势发展，至今双方合作良好，共同维护了浙江福彩核心业务的正常运行，若更换承接主体，这将导致项目周期延长、成本大幅度增加、无法与原有项目数据保持一致性。根据《浙江省政府购买服务采购管理暂行办法》第三章第十一条第一款规定：“（一）若更换承接主体，将导致在现有的经济和技术条件下，无法保证与原有项目的一致性或者服务配套要求，且会导致服务成本大幅度增加或原有投资损失的；”，本项目符合上述情形，建议采用单一来源方式采购。
