1	昌吉州4个省道特许经营项目招标代理单位选定	为加快推进我州省道项目建设，更好服务全州、尤其是准东区域经济社会发展，按照州党委、政府工作安排，由我局会同相关单位，研究项目实施模式，拟定推进方案。按照5月22日州人民政府专题会议精神，拟采用社会资本投资特许经营模式，实施S228、S239、S240、S20四条省道项目。 根据《基础设施和公用事业特许经营管理办法》（2015年4月25日国家发展改革委、财政部、住房城乡建设部、交通运输部、水利部、人民银行令第25号）第九条“县级以上人民政府有关行业主管部门或政府授权部可以根据经济社会发展需求，以及有关法人和其他组织提出的特许经营项目建议等，提出特许经营项目实施方案”，需要我局提出特许经营项目实施方案。实施方案包括：1.项目投资回报、价格及其测算；2.可行性分析，即降低全生命周期成本和提高公共服务质量效率的分析估算等3.特许经营协议框架草案及特许经营期限；4.特许经营者应当具备的条件及选择方式；5.特许经营期限届满后资产处置方式等内容。 因此项工作涉及内容多且较为专业，现申请通过公开招标的形式，确定专业的第三方单位，协助我局开展特许经营项目实施方案编制、特许经营可行性评估、特许经营协议编制服务、与潜在投资人谈判等工作，推进4条省道项目尽快开工建设。	2000000	2023年07月
