采用单一来源采购方式的原因及说明：我校2023年图书资料购置费共700万元，2023年第3次基建工作领导小组会议已审议通过（新医大校纪［2023］7号）。经费来源为新疆医科大学图书馆中央支持地方高校改革发展专项（生均奖补）。其中，数据库采购项目中，部分数据库已由中国高等学校数字图书馆联盟（DRAA）完成集团采购，包括：Wiley电子期刊数据库、JoVE视频实验期刊数据库、Incites、Cochrane Library、Endnote等5个数据库，预算金额为79.54万元，性质属于服务采购。
以上拟采购的5个数据库收录的文献资源、服务平台功能具有唯一性，已由DRAA（中国高等学校数字图书馆联盟）联盟完成招标采购并签订合同，新疆医科大学图书馆是联盟成员馆之一，价格已固定。现申请采取单一来源方式采购，拟由中国教育图书进出口有限公司提供服务。
