一、招标条件Tendering Conditions

本招标项目招标人为伊拉克纳西里耶储油库工程项目部，项目资金来自100%自有资金。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

The bid inviting partyof this bidding project isNew Nassiriya Depot Project in Iraq, and the project funds come from 100% own funds. This bidding project has fulfilled the approval and filing procedures as required, meets the bidding conditions, and is inviting you to bid now.

二、项目概况与招标范围 Project Overview and Biddding Scope

2.1 项目概况Project overview:

项目概况：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m³浮顶储罐），项目二期计划建设126万桶库容量（3个66000m³浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m³原油储罐、2个23000 m³的原油泄压储罐，2个10000 m³水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。

Project overview: Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M³) is the proposed depot to accommodate the produced crude from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M³), for Phase (I) it shall be 2.52 million barrels (401,000 M³), and for Phase (II), it shall be 1.26 million barrels (200,500 M³).CPP win to build all tanks for phase (I), including 7 Floating roof tanks(66000m³), and their accessories. Two relief tanks(23000 m³), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m³Capacity from continuous water supply.

2.2 原产国Country of origin

XXX公司（受邀投标的制造商名称），原产国或业主批准的集成地为XXX，投标人必须完全满足上述内容，否则应在截止日期前向招标人澄清。

除了上述原产国的要求外，设备的零部件必须来自以下国家：比利时、芬兰、法国、德国、荷兰、意大利、英国、挪威、葡萄牙、西班牙、瑞典、瑞士、美国、加拿大、日本、韩国、爱尔兰、澳大利亚、丹麦、卢森堡+中国。

如果需要更改原产国或其整合地，投标人应在截止日期前按照招标文件的规定以书面形式提交澄清。否则，招标人将严格按照招标书中的要求进行评标。此外，如果制造商能够满足原产国或集成地的要求，投标人提交的偏差将不被接受。此外，如果提出的偏差涉及原产国或集成地，则必须在澄清函中附上制造商的证明或支持文件。

XXX Company (Name of Manufacturer invited to bid), the Country of origin or the integration place approved by OWNER is XXX, Bidder must meet the contents above-mentioned completely, if not, it should be clarified to Tenderee before the deadline.

Besides the requirements of above-mentioned country of Origin, the parts and accessories of equipments must be from the following countries: Belgium, Finland, France, Germany, Holland, Italy, England, Norway, Portugal, Spain, Sweden, Switzerland, America, Canada, Japan,South Korea, Ireland, Australia,Denmark,Luxembourg+china.

If the country of Origin or its integration place need to be changed, the Bidder should submit the clarification in written form according to the stipulations of tendering document before the deadline. Otherwise, the Tenderee will evaluate it strictly according to the requirements shown in the Invitation to Bid. What’s more, the deviation submitted by the Bidder will not be accepted, if the manufacturer can meet the requirements of country of Origin or the integration place. Furthermore, if the deviation proposed concerning about the country of Origin or the integration place, the demonstration or supporting documents from manufacturer must be attached in clarification letter.

2.5 交货期Delivery time：

投标人请提供最短交货期，但交货期不能超过5个月。

Bidder shall provide its shortest delivery time, but the delivery time should not exceed 5 months.

三、投标人资格要求Bidder Eligibility Requirements

3.1 投标人的合格性Eligibilityof Bidders：

投标人应具有与本招标项目相应的供货能力，对其提供的货物和服务负全部责任。

Bidders shall have the supply capacity corresponding, and be fully responsible for the goods and services they provide.

3.2 业绩Performance：

投标人2020年1月1日以来具有同类产品供货业绩，提供相关合同文件。

Bidders should offer the achievement of a similar product and Provide contract supporting documents since January 1st, 2020.

4、招标文件的获取Acquisition of bidding documents

4.1 招标文件每套售价1000元，售后不退。招标文件发售时间：2023年 6月 6日8:00:00至 2023年 6月 16日23:59:59（北京时间，下同）。凡有意参加投标者，请通过中国石油招标投标网（ price of biddingdocuments is: RMB 1000, non- of selling bidding documents is from 8:00:00 on June 6_, 2023 to 23:59:59 on _June 16__, 2023 (Beijing time, the same below). Bidders shall click "Bidding Platform" through PetroChina Bidding Network ( to enter the "PetroChina E-Tendering&Bidding Trading Platform" to register and purchase bidding documents.

4.2 招标文件获取方式：潜在投标人报名后，须使用中国石油电子招投标交易平台缴费模块进行招标文件缴费（具体操作参见招标公告附件），缴费成功后系统将自动开启招标文件下载权限。有关交易平台的问题请咨询运营单位（中油物采信息技术有限公司）技术支持团队相关人员，咨询电话:4008800114语音导航“招标平台”，因交易平台或其他非招标机构原因导致的购标失败等问题，招标机构不承担投标人的任何损失。投标人缴费成功后需登陆“投标人自助服务平台”（ bidding documents: After registration, potential bidders must use the payment module of the PetroChina E-Tendering&Bidding Trading Platform to pay for bidding documents (please refer to the attachment of the bidding announcement for specific operations), and the system will automatically open the bidding document download permission after successful payment. 5、投标文件的递交

现场电子版投标文件提交：河北省廊坊市金光道44号中油管道物资装备有限公司B104会议室。投标人可以现场提交电子版投标文件(不强制要求提交)，不接受邮寄，现场提交电子版投标文件(U盘)内容仅在需采用应急措施进行解密时有效。

Site submitted electronic bid documents: B104, CNPC Pipeline Materials and Equipment Co., Ltd., No.44, Jinguang Road, Langfang City, Hebei Province. The bidder may submit the electronic version of the bid documents on-site (not mandatory) but does not accept the post. On-site submission of electronic tender documents (USB stick) is valid only in an emergency decryption situation

不接受纸质版投标文件 Hard copy will not be accepted.

5.3 逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人将予以拒收。逾期传送至电子招标投标交易平台的投标文件，电子招标投标交易平台予以拒收。

The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.

5.4 本次招标采取网上电子版提交的方式，以网上电子版为准，不接受纸质版投标文件。

The bidding documents shall be subject to electronic submissions online, and the paper version will not be accepted.
