采用单一来源采购方式的原因及说明：本校图书馆2023年计划采购17个中文数据库（包含13个更新数据库、4个新增数据库）和24个外文数据库（全部为更新数据库），现申请以上数据库采购工作采用单一来源购买方式，其理由如下：
一、只能从唯一供应商处采购
每一个数据库都是由一家公司独立制作，内容不同，表现形式不同，针对用户群体不同，拥有自己独立的知识产权，每个数据库的生产商也是唯一的供货商。因此，只能从唯一供应商处采购。
二、数字资源建设已经成为图书馆资源建设的重点
随着电脑、智能手机的普及，越来越多的读者改变传统的阅读方式，数字资源建设已经成为图书馆资源建设的重点，各类型数据库已成为图书馆文献资源不可或缺的组成部分。我馆的大部分数据库已连续购买了近十年，从开通使用至今为我校的教学科研提供了丰富的文献资源保障。读者通过互联网、局域网、手机和平板电脑使用我馆的馆藏数据库，可以快捷、便利的浏览新闻、观看视频、学习外语、阅读电子图书和期刊、查找学术最新动态等。
三、采用年度付费订购的方式
所采购数据库采用按年度支付使用费或者“更新费”的方式进行购买，数据内容每年进行更新，服务方式也分为远程包库访问或者是数据镜像到本地服务器。
为保证图书馆馆藏的完整性和统一性，保障读者的阅读需求，我馆拟对上一年度采购并确定继续订购的37个数据库和新增的4个数据库申请单一来源采购。
