采用单一来源采购方式的原因及说明：伊犁哈萨克自治州无线电管理局需要在可克达拉市选用铁塔挂载无线电监测设备，在前期的现场环境勘察中选定了中国铁塔股份有限公司伊犁分公司铁塔站址，拟计划在铁塔上安装挂载无线电监测设备，初步在伊犁州可克达拉市选用一个站址（包含塔体及机房配套设施）。由于三类固定无线电监测站具有测向功能，针对测向天线建设对塔顶避雷针等部件需进行改造，以便于将测向天线建设在塔顶中间位置，全向接收无线电信号。
根据工业和信息化部国管院国有资产监督管理委员会《关于2015年推进电信基础设施共建共享的实施意见》（工信部联通〔2014〕586号）文件规定：“自2015年1月1日起，三家基础电信企业原则上不再自建铁塔等基地配套设施”“各级基础电信企业2015年内必须完成2014年底前已实施共建共享设施的结算工作”。因此，中国移动、联通、电信已于2015年11月将全部铁塔基站移交给中国铁塔，且自2015年起不再新建铁塔基站，所以新疆维吾尔自治区目前只有中国铁塔股份有限公司新疆分公司具有铁塔建设、营运资质。其他单位的监控设备非该公司同意，不能借助铁塔进行任何使用和运营，此项目中国铁塔股份有限公司新疆分公司具有站址资源和挂高资源的唯一性。同时只有中国铁塔股份有限公司新疆分公司可以最快地整合现有资源避免重复建设，降低投资，具有唯一的资源优势。只有中国铁塔股份有限公司新疆分公司具备提供整体服务的能力。
