采用单一来源采购方式的原因及说明：1、 该项目依据《政府采购需求管理办法》财库〔2021〕22号做了需求管理论证，前期已做了充分论证，本次采购试剂具有唯一性，只有一个厂家生产的产品满足采购需求；
2、本着公开公平的角度，采用公开招标方式邀请符合技术需求的其他供应商参加，经过两次公开招标，无供应商对技术参数提出异议，且上传标书的供应商仅有一家。
3、没有跟设备绑定，不是投放；
4、根据法律依据：《中华人民共和国政府采购法》第三十一条、74号令《政府采购非招标方式管理办法》相关规定，建议采用单一来源方式进行采购。
