简要规格描述：提供32个新区中心的网络和应用系统的专用机柜，用于部署教育系统的网络设备、安全设备和应用服务器等；提供互联网访问独享带宽 30G（网络具有 99.9%以上的联通性）；提供不少于目录清单中1344个应用平台发布的公网IP 地址；提供教育城域网核心节点的6条互联光纤，其中5条万兆2条千兆，按符合城乡一体化中小学信息化系统架构和安全策略的模式接入浦东教育专网，并提供7x24故障申告受理、2小时现场抢修、光缆故障24小时修复的高保障手段。 同时对服务内容提供网络安全保障，如遭遇 DDOS 攻击威胁需及时开启数据清洗，保证链路安全，并出具相关攻击报告。在专用机柜所在地提供工位等必要办公和设备调试环境。

采用单一来源采购方式的原因及说明：该服务内容为延续性服务，目前租用服务内容全部由中国电信股份有限公司上海分公司提供。如果本项目供应商发生变更，全区所有基础教育网站和信息系统公网IP地址均需要调整，而公网ip地址与域名绑定，调整工作会中断服务，并消耗极大的时间、人力及资源，影响全区学校正常教育教学工作，影响教育信息及时向社会大众发布。同时，如果供应商发生变更，教育城域网核心网络设备和应用系统服务器部署将发生变更，将牵涉到一系列复杂的设备搬迁、调试工程，可能对教育城域网正常运行的带来巨大风险。
