采用单一来源采购方式的原因及说明：图书馆是学校的文献资源保障中心，根据学科建设的需求，结合学校各专业特点，在充分征求教师、学生意见的基础上，我校精选购买的外文数据库基本收录全世界精选的学术期刊信息，包含了我校学科发展前沿的重要内容，有助我校科研人员提高学术科研效率，促进学术科研产出和学术科研工作管理与评估，有利于中高端人才引进、青年教师培养、研究生科研素养提升。因此，我校拟使用人民币约898.7948万元的预算采购外文数据库一批，共计25套。目前，该类型数据库只能从各自的唯一供应商处获取。为保证我校教学和科研工作的顺利开展，根据《政府采购法》第三十一条第一项内容规定，现申请以单一来源方式采购该批数据库。
