采用单一来源采购方式的原因及说明：随着经济社会的发展，和田地区各类无线电台（站）不断增加，电磁环境日趋复杂，频谱资源供需矛盾日益突出，对我地区无线电频谱资源的管理提出了更高的要求，加强和田地区无线电管理工作变得越来越迫切和重要。无线电固定监测站及传感器的建设有效提升我地区的无线电监测保障能力，我局各类监测站和监测传感器网络建设需要落实共建共享工作机制，无法自行征地建站。中国铁塔股份有限公司和田分公司于2014年12月成立，三家电信企业将存量铁塔注入铁塔公司后，不再自建铁塔等基站配套设施，使得铁塔公司通信用铁塔资源具有唯一性，铁塔公司作为大型国有企业，拥有的铁塔资源是其他单位、企业和个人无法提供的，具有唯一性和特殊性，目前不存在其他合理的选择或替代，符合单一来源采购要求。 基于上述理由，我局本次铁塔和机房综合租赁项目所列墨玉县、策勒县、于田县、民丰县、和田县、和田机场7个监测站和和田地区七县两市下属乡、镇、村及其他重点区域70多个不同站址监测传感器组成的无线电监测传感器网络只有铁塔公司铁塔具备挂载能力。
