采用单一来源采购方式的原因及说明：我单位承担的自治区科技创新基地建设（资源共享平台建设）项目《新疆科技报告平台四期建设》（PT2206）2023年工作任务，新疆科技报告平台作为新疆科技计划管理流程中不可或缺的一个重要环节，为自治区科技计划管理服务业务流程长期提供科技报告呈交、加工审核、发布提供全流程服务。新疆科技报告平台主要由科技报告呈交系统、科技报告审核加工系统和科技报告共享服务系统构成。目前，新疆科技报告平台中共收录科技报告5952篇，为自治区各级科研工提供了科技报告共享服务。此平台与其他业务系统产品不同，在新疆科技业务管理流程上具有唯一性，数据交互复杂度高，具备单一来源采购条件。
