采用单一来源采购方式的原因及说明：1、全自动大容量棉花测试仪（HVI）由瑞士乌斯特技术公司生产，该仪器属于纯进口设备，每台设备价格为180余万。因使用年限较长，检验效率低下，故障率高。 2、瑞士乌斯特技术公司生产的HVI仪器具有30余年的生产历史，技术指标先进，测试性能稳定精确，检测结果为全球纺织业界普遍认可，具有世界领先水平在测试仪色泽测试采用氙灯照明技术，技术指标被美国ASTM(美国材料试验协会)和ITMF (国际纺织品制造联合会)认可。3、因该公司是全球唯一生产厂家国内暂无可以替代的产品，只能由乌斯特技术（苏州）有限公司对设备进行升级改造。
