拟采购的货物或服务的预算总金额（元）：484000

采用单一来源采购方式的原因及说明：1、实验室检验期间仪器24小时不间断运行，每两小时校准检查一次试验。必须使用HVI标准棉样，进行数据校对，判定仪器运行状态是否正常。根据《中国纤维质量监测中心关于2023年度HVI标准样品订购工作的通知》，我所根据历年标准样品使用统计，每检验1.5万吨皮棉，约6600多只样品，需消耗HVI标准样品为长强验证样品和马克隆验证样品各一套。预计2023年度皮棉检验量不少于60万吨HVI验证棉样。详见文件（中纤函〔2023〕30号）《中国纤维质量监测中心关于2023年度HVI标准样品订购工作的通知》。
2、根据棉花检验国家标准《GB1103.1-2012》《棉花 第1部分 锯齿加工细绒棉》：轧工质量实物标准；白棉一级至四级标准；淡点污棉一级和二级标准；淡黄染棉一级和二级标准；黄染棉一级标准。共计10盒为一整套标准。棉花感观检验必须配备棉花颜色级实物标准进行比对，为了保证2023年棉花检验顺利开展，我所拟采购整套棉花颜色级实物标准购买10套。国家对棉花颜色级实物标准征订工作委托中国纤维质量监测中心付款购买。详见文件（中纤函〔2023〕6号）《中国纤维质量监测中心关于开展棉花检验机构2023年度锯齿加工细绒棉颜色级及轧工质量标准样品订购工作的通知》。
