采用单一来源采购方式的原因及说明：安徽省突发事件预警短信发布信息传输服务须通过12379短号向安徽省移动、电信以及联通用户发送预警短信。12379是工信部颁发给中国气象局的短消息类服务接入代码，仅能通过与具有行业短信业务资质的三家基础电信运营商（移动、电信、联通）短信网关分别对接的形式实现三网短信发送。故本项目符合政府采购法第三十一条规定第一款规定“（一）只能从唯一供应商处采购的”情形，现采取单一来源采购方式进行采购。
