二、投标人资格

1.具有独立承担民事责任的能力；
2.投标人资质要求：投标人须具备下列资质之一：
（1）房屋建筑工程监理乙级及以上资质；
（2）工程监理综合资质
3.投标人业绩要求：自2018年01月01日以来（以竣工时间为准），投标人具备单个合同中工程总投资额不少于1300万元公共建筑工程监理业绩。
4.本项目不接受联合体磋商；
5.投标人未被合肥市及其所辖县（市）、区（开发区）公共资源交易监督管理部门记不良行为记录的；或被记不良行为记录（以公布日期为准），但同时符合下列情形的：
（1）开标日前（含当日）6个月内记分累计未满10分的；
（2）开标日前（含当日）12个月内记分累计未满15分的；
（3）开标日前（含当日）18个月内记分累计未满20分的；
（4）开标日前（含当日）24个月内记分累计未满25分的。
6.投标人存在以下不良信用记录情形之一的，不得推荐为中标候选人，不得确定为中标人：
（1）被设区的市级及以上建设行政主管部门/房屋建筑和市政基础设施工程招标投标活动的监督部门暂停或取消本次招标项目工程所在地或公共资源交易平台所在地的投标资格或禁止进入安徽合肥公共资源交易平台，且处于有效期内；
（2）在最近三年内（自投标截止之日向前追溯3年，下同）有骗取中标或串通投标或严重违约或重大监理质量问题的（以相关行业主管部门的行政处罚决定或司法机关出具的有关法律文书为准），但前述行政处罚已完成信用修复的，自行政处罚作出机关或信用修复主管部门同意修复之日起满一年的，不受三年期限限制；
（3）被责令停业，暂扣或吊销执照，或吊销资质证书；
（4）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；
