2	新和县国家级电子商务进农村综合示范项目管理咨询服务项目	对新和县“全国电子商务进农村综合示范项目”进行项目管理咨询及有关合同签订、履行的法律服务，主要包括：政策指导、专项资金管理、项目风险把控、项目绩效评价及各阶段验收辅导，协助甲方指导、规范项目的建设与实施等： 1、委托乙方就新和县2020年国家级电子商务进农村综合示范项目二期（以下简称：项目二期）的专项资金使用情况进行阶段性检查，并出具专项资金拨付建议书，检查内容包括但不限于查阅财务凭证、检查大额釆购合同的询价与验收程序以及合同完成情况、核查资金使用方向的合规性、合理性等。 2、检查项目二期建设情况与履约进度，对不符合项目建设标准或合同约定的事项，以项目管理建议书的形式提出书面意见或整改建议。 3、乙方依照法律、行政法规及商务部、新疆维吾尔自治区商务厅的相关文件要求，根据甲方需求进行项目指导和审计，重点项目二期履约情况及资金使用情况。 4、应甲方要求根据项目一期和二期进度乙方进行阶段性检查，并出具专项资金拨付建议书。包括项目一期的第一标段的第4笔20%和第二标段的第4笔25%资金的拨付，项目二期第2、3、4笔资金的拨付。 5、针对国家电子商务进农村综合示范项目最终验收提出细化的标准并对甲方和所有承办企业进行指导。 具体服务方式：以电话咨询、线上辅导、现场指导等方式进行。坚持每月现场至少开展一次现场监督指导工作，每次不少于5天（具体时间由甲乙双方协商确定）。 乙方须根据服务采购合同，向甲方提供科学合理的咨询服务方案，每季度向甲方提供项目咨询服务情况报告。	370000	2023年08月
